Under general direction of the Project and Program Supervisor, the analyst will support the planning, development and implementation, and oversight of demand response and demand flexibility management policies and programs. They will conduct economic, policy and/or technical analyses and research associated with demand response programs, pilots and policies. The analyst will make recommendations of regulatory, policy and technical issues regarding the CPUC proceedings and/or work with a team that oversees implementation of policies and programs that result from these CPUC and legislative processes.

The analyst will support the Demand Response section in the development of policy-oriented work products that are used to advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management. The analyst will perform other work as necessary, such as writing and presenting reports, engaging with external stakeholders, coordinating with other California organizations and agencies (e.g., the California Energy Commission, California Independent System Operator), and responding to outside inquiries.

1. Describe your experience in researching and analyzing complex energy policy issues, including technical/economic/financial aspects, focused on the electricity system.
2. Describe your experience with demand side program evaluations including baselines.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Familiarity with any of these topics: distributed energy resources, demand response/flexibility, load management, baseline methodologies, California capacity framework and CAISO energy markets, and dynamic rates.
• Understanding of the California energy regulatory and policy environment.

This position may be filled at either the Public Utilities Regulatory Analyst III or II level for recruitment purposes. Duties will be adjusted commensurate with the level at which the position is filled.
